The Capital Improvement Program (CIP) is a listing of planned capital projects that include the construction of infrastructure improvements such as roadways, water and wastewater mains, and drainage.
In adopting the CIP, the City Council appropriates funding for the estimated expenditures related to the upcoming fiscal year, while approving in concept the plan for future years. The City of Garland prepares a Capital Improvement Program (CIP) each year that is in addition to its Annual Operating Budget. The Capital Budget differs from the Operating Budget, however, in that a project’s appropriated funding does not expire at the end of each fiscal year but rather carries over from year to year until the project is completed.
