Welcome to the website dedicated to Master Plans and special projects for the Parks, Recreation, and Cultural Arts Department. Within this page, you will be able to view project information, learn more about the various projects within the department, and submit questions to City staff.
Our projects and initiatives are based on the 2019 Bond Program and with your input via surveys and public meetings, which assisted in developing our 2019 Parks, Recreation and Cultural Arts Master Plan.

PLAYGROUND PROJECTS
One of the key findings in our 2019 Parks, Recreation and Cultural Arts Master Plan was the need for more playgrounds and improvements to existing. Below you find playground projects underway.
Central Park Playground - Opened in July 2020, Central Park playground was designed to support park patrons with a variety of physical, sensory and cognitive needs. The playground is approximately 6,500 square feet and contains poured-in-place rubberized surfacing, which allows full mobility throughout the whole playground. There is a playable lawn space contained within a 4-foot gated fence with perimeter lighting for security. The improvements also include long, integrated seat walls and picnic pads with ample shade provided by a combination of mature trees and shade structures. This playground was designed for children of all abilities to play, learn and grow together. For more about the park, visit the Central Park page.
Eastern Hills Park - Opened in December 2020, Eastern Hills Park playground comes equipped with two sections, one for toddlers and other elementary-aged kids and up. There is even a fun spinner for those who like to challenge their friends to spin-off! Did we mention the zipline?! For more about the park, visit the Eastern Hills Park page.
One Eleven Ranch Park - Opened in December 2020, One Eleven Ranch Park playground is definitely a sight to behold. From two large playground structures to the swings for all ages, there is something for everyone! For more about the park, visit the One Eleven Ranch Park page.

DOG PARK
Garland’s first Dog Park is open as of July 9, 2020. The 3-acre, off-leash park project is perfect for a variety of fun, dog-related activities!

AUDUBON RECREATION CENTER EXPANSION
Audubon Rec Center will be under construction soon (TBD) and will feature a complete building renovation and 5,000 square foot expansion, including a fitness area, improvements to multi-purpose rooms, restrooms, storage, lobby, control desk, site improvements, exterior patio, and a canopy at entrance doors. GRANGER RECREATION CENTER RENOVATION
Granger Rec Center project was completed in 2019 with a complete building renovation, including a new fitness area, multi-purpose rooms, restrooms, storage, offices, lobby, control desk, and complete gym renovation with two full basketball courts.
WINTERS PARK LIGHTING
The first project from Garland’s $117 million (for Parks) 2019 bond program is officially completed. The new LED field lights went live for the first night games of the youth soccer season on February 24, 2020, at Winters Park.
SKATEPARK AT RICK ODEN PARK
The Rick Oden Park Skatepark design has been completed. Construction will follow soon.

Garland Aquatics Master Plan & Survey
View the complete 2020 Garland Aquatics Master Plan (PDF). This project was focused on identifying the needs of all of our pools and aquatic facilities throughout our parks system.
In 2019, you voted and awarded $20 million dollars to be allocated for Aquatics Facilities in the City of Garland’s 2019 Bond Program. For more updates, visit the Garland Aquatics Program Bond Project webpage.
Trails and Bikeways Master Plan
The City of Garland has started the process of updating its Trails and Bikeways Master Plan. When complete, the plan will provide a vision to guide the future development, operations and programs of the City’s trails and bikeways system. This is not just for Parks, but for the whole City.
